Diese Regeln haben schon verändert, wie wir uns untereinander verbinden und miteinander kommunizieren; sie bewirken aber auch, dass diese Veränderungen weiterhin, nicht nur in Pandemiezeiten, aktuell bleiben. Vor allem, weil alle relevanten Themen sowie alle damit verbundenen Aspekte und Herausforderungen in allen Bereichen der Gesellschaft (gefühlte und echte) Stabilität schwinden lassen. Zeitgleich zu und in Verbindung mit all diesen Veränderungsprozessen wird der Ruf und Bedarf an New Work, Grundeinkommen und Sonderflexibilitsierung der Arbeitszeitmodelle immer deutlicher.

Ist die Drei-Tage-Woche oder das Grundeinkommen das Modell der Zukunft? Die Arbeitsnehmervertretungen sagen Nein, die Arbeitgeber Ja und Hubertus Heil ist für alles zu haben. Für einige wäre die Drei-Tage-Woche ein Horrorszenario, weil sie noch nie so lange für ein Grundeinkommen gearbeitet haben. Für einen weiteren Job wäre auch die Möglichkeit, wie eine individuelle Weiterbildung oder der Sprung in die Selbstständigkeit mit einer gesetzlichen Grundabsicherung durch das erste Arbeitsverhältnis. Für den Arbeitsminister ist Erfolg im Beruf leichter zu vereinbaren mit Zeit für Freunde, Familie und andere schöne Dinge im Leben. Weniger arbeiten und fast das Gleiche verdienen - es ist in unser Solidargemeinschaft möglich und gewährt zugleich ein Grundeinkommen für Langzeit-Arbeitssuchende oder Alleinerziehende, Migranten und eine Grundsicherung für Freelancer. Zeigt dies nicht gerade die starke Inanspruchnahme der Kurzarbeit, die Unternehmen in der Pandemiekrise hilft! Das Konzept ist als Grundeinkommen belastbar, denn mit Dauerkurzarbeit werden wir den Wohlstand in Europa nicht halten, geschweige denn vergrössern können. Klar ist: die Arbeitsgeber müssen den Anfang machen! Gleiches gilt für den Ausgleich der sinkenden Renten- und Gesundheitsansprüche, die paritätisch von unser Sozialgemeinschaft ausgeglichen werden sollten. Ideen für ein bedingungsloses Grundeinkommen haben viele, nur die Kosten und Konsequenzen sind nicht wie bei der Drei-Tage-Woche ausgeglichen. Fakt ist, dass die Coronakrise uns insgesamt für mindestens zwei weitere Jahre voraussichtlich in Atem hält und die milliardenschweren Reserven der Bundesagentur für Arbeit zur massiven Kurzarbeit in weniger als einem Jahr völlig ausgeschöpft sind. Das bedeutet, dass weniger Geld für Digitalisierung, Bildung, Forschung, für steuerliche Entlastung und für Ruckzahlung der Corona-Schulden zur Verfügung stehen wird. Eine langfristige Perspektive ist daher, die von den Unternehmen bevorzugte Drei-Tage-Woche für weite Teil der Erwerbstätigen in Europa. Das Konzept weniger arbeiten und trotzdem den Wohlstand halten, funktioniert damit auf Dauer. Auch in den 90er Jahren lag der Beweis darin, die Massenarbeitslosigkeit durch auf viele Köpfe verteilte Arbeit zu schultern, indem jeder Einzelne weniger arbeitet. So auch in Frankreich mit der Einführung der 35-Stunden-Woche um aus der Spirale der Stagnation und steigender Schulden zu entkommen. Wir können so unsere Volkswirtschaft dauerhaft am Leben erhalten und erfolgreich mehr Wachstum bei weniger Schulden kompensieren. In einem ersten Schritt sollten Unternehmen über die Drei-Tage-Woche angesprochen und entlastet werden, damit sich neue Dynamik für die Freien Berufe, Gastronomie und andere Gewerke entfalten kann. Mehr Menschen in dieser Konstellation des Grundeinkommens in Arbeit führen zu mehr Wertschöpfung und mehr Steuereinnahmen. Es mag abgedroschen klingen, aber es ist an der Neuen Arbeitsweltzeit eine grösseren Kuchen zu backen und diesen solidarisch auf immer mehr Menschen in und aus Europa zu verteilen.

Dass ausgerechnet Gewerkschaften und Sozialdemokraten gegen diese wirksame Sachlage sind, kann auch die Politik verwirren. Denn die Leidtragenden sind fast immer diejenigen, die es in unser Gesellschaft und auf dem derzeitigen Arbeitsmarkt ohnehin am schwersten haben. Um den Betrieben unter die Arme zu greifen und den europäischen Jobmotor wieder ans Laufen zu bringen, haben wir wenig Zeit noch zu verlieren! Ein solcher Job-Booster durch die Drei-Tage-Woche schafft in jedem Fall neue Arbeitsplätze und gibt der Wirtschaft die dringend notwendigen Impulse! Wenn es um Vorfahrt für neue Jobs in Europa geht, sollten sich alle Verbände und Interessensgruppen gerne Seite an Seite zeigen. In der Coronapandemie haben wir solidarisch einen erbittenden Gegner noch über die nächsten Jahre.....
